Can you get a ticket for say, running a stop sign on private property? Like say the mall at 3AM?

As for him giving you a ticket, thats weird, because my neighbor owns a store and i can do all the burnouts and drifts or what ever i want in his parking lot and the cops cant do anything because its his property and he lets me. So that makes me think, if the cop didnt get a complaint, how can he ticket you.
