I lived in OHIO where they use to do the emission testing. It was only in certain counties that had the contracts for it. You could get around it by giving a fake address for your registration in a county that didnt have it, or you had to show proof of spending $300 at a shop doing stuff to try to fix it. I failed a couple times in this 91 S10 that I had and I ended up passing by putting like 5 bottles of 90% Isopropyl alcohol from CVS in on like an eigth of a tank of gas; it was amazing how much it dropped the levels when comparing the print outs. Eventually a lot of them shut down because of the cost to run the places.
