i saw more about it, and they're mostly focusing on industrial emissions, and like i said before, they're looking at trying to get the auto manufactors have tighter emission guidlines. that's just for new cars coming out! 2 governers cant make the auto industry do anything by them selves!
that's what i heard but i thought i missed something, seeing that everyone was talking about having emissions testing again, so i went along with it.....
