florida does still do rebuild salvage cars
but his car was not issued a rebuildable title

no way will it even be allowed to have a title and be back on the road

only way is to be a dealer and drive it around on a dealer plate , farm use or offroad

a person has a bill of sale for 2-3 other cars they could claim the chopped up and welded together and built a " custom car" built by hand or a" kit car" and try to get a new vin number assighned under kitcar discription

but thats a long shot and prob never happen due to paper work and inspections involved

its a good export car you can send it to another country and issue that countries title and pass its govt regulations then it can be driven in that country .
