Here's a good way to tell...
If you put a cap full of oil into tha cyl. then do a compression test again, does the compression raise by more then 50psi? If so, the rings are bad.
If you have a blown headgasket, I don't see how that would make a cyl. burn oil. It will smoke, but from coolant, not oil. Is your car overheating? Does your resevour boil over? If so, that could be a headgasket.
Try the oil compression test after you do a dry test and see what numbers come up.
My guess is your oil rings are shot.
