+1 to everything Scott said except,on a 408,you got to go with at least a 76mm turbo.
76mm would work great but if he is looking to be in the 650 - 750 range something smaller in the 63-70 range will spool up quicker and will be in its top end of the efficiencies range. A 76 would go easily above his target with a 408.
