The alternator knows when to turn on when it senses a certain rpm(something like 600rpm) - the voltage sensing line is like a floodgate control. When the voltage is low, the sensing wire opens up the output to the maximum to supply as much power as it can, when the voltage is higher outside, the floodgate closes to take the alternator's load off the engine.
