I think the situation involves a retard rider for running, and a dumb ass cop for thinking he'll catch a bike. Rule of thumb if you run, cops go from apprehend to kill. Ive seen so many people on bikes die when they run from the police, then to top it off officer cletus always finds away to cover it up.
