I agree... No chase policies encourage people to run and should not exist. Instead, cops should be trained better so that they can chase properly by using radios, helicopters, police motorcycles, etc. They should also know when to call off a chase, such as in the MD incident. Laws need to be enforced, but only in so far as their enforcement ensures the safety of the public. It makes no sense when the enforcement of the law is more dangerous than the original offense.
I think everyone agrees that the biker is partially at fault here. He broke the law. However, that does not absolve the negligent officer. He acted improperly and placed the public in harms way. Both are guilty.
