Well, you could start by checking the gauge and making sure everything is connected right then check out the level sensor in the tank and make sure it's not stuck or broken.
Really if it's a cheap part you could just replace it since getting to the fuel tank is probably a pain (No idea about the millennia all i know about is RX7's and MX3's)
