Default And yet another problem with the GS-R

Okay so I fixed the idling problem yesterday and now I have a new problem. VTEC is not activating at all. I check the solenoid wires, they were spliced but are connected, the ECU is the stock OBD-1 P72 that came with the car (1994 GS-R) and hasn't even been taken out or tampered with, I changed the oil and put a new filter and 4 quarts in, and I even took off the solenoid to make sure oil was getting to it and cleaned out the filters in it. After all that, VTEC still was not hitting at all because when you're going over 5000 RPM's the car just feels like it doesn't want to go any faster when you try to push it to 7000 RPM's and you don't here the VTEC crossover either. I was told that the solenoid could be bad, but before I go out to get a new one I wanted to check with you guys first. Again, any help/advice is appreciated and thanks in advance.
