crossed drilling is for looks.. Its not going to help u stop any better.
Power stop does have a good reputation. I'd ask a power stop sales rep about there cross drilled rotors cracking and see if there is a guarentee on them or something.

Pads, caliper type & number of pistons and swept area are the largest factors in stopping.
