You can also do a border this way..

- Ctrl + A (to select all)

- Select > Modify > Border > Chose Pixels > Select Pixels

- Edit > Fill

- Under the use drop down menu, choose color.

- Choose the color you want.

- Under the mode drop down menu, choose the mode you want.
