16 to ride with parental consent like they said, you have to take the MSF or some form of motorcycle beginners course if you're under 21 (just finished mine today, $250). As far as insurance goes, it's not a law to have it to ride, but if your finance the bike, then whatever bank you go through or the dealer goes through might require some amount of insurance. also, my MSF teacher told us that if you get into an accident, and don't have insurance, it's illegal, but you can ride without insurance. Sounds typical of laws to me :/
I'ma get insurance asap since i officially have my endorsement now.
Also under 21 has to wear a helmet, hence the reason why our plates say "Under 21" on them.
