I have steeda springs on my 98 it is lowered around 1.5" and it corners really well with them I wouldn't go much lower because the exhaust hangs pretty low on mustangs. I rarely scrape and when i do it is from my back tires because i have some 3153517's so stock size tires and wheels may not scrape at all. The drag springs i wouldnt do if u are just trying to get looks or handling out of lowering the car they are for launching and the car will not corner as well. If u do lower it I would recommend getting some new shocks and struts and a camber kit as well if u want to get good mileage out of your tires. But that is just my opinon!
