Hmmm, should be there. If you can't find it just run the car with the radiator cap off at idle till the car warms up and the fan comes on twice. Keep topping off the fluid as it is running. This is how you bleed the systems on 96+ civics and tegs.

On that year it should be there, I forget what position exactly though. The bleeder screw might be lost or the theromostat housing and the upper rad hose housing might be mix matched.
Just use the method I have above if you can't find it.
