Charles is completely right. If he hasn't submitted the title transfer application yet (I believe he has already though), he can get what they call 'Fast Title', this is of course is pending on that there are no liens and or other complications on the title. If there are no liens and so fourth, you can pay the $7 extra and they will transfer the title into his name right there and then. All you would have to do is have him sign it over to you.

You do not need a Bill of Sale to purchase a car, the only time that's needed is when you have an 'open title'. What that means is the simple fact that the previous owner of the vehicle signed the title without filling in other related information, ie who he sold it to, how much, date, etc. It is illegal to posses an open title and if you went to the DMV and or tag office, they will NOT honor an open title without a Bill of Sale.

You cannot register a vehicle with a simple Bill of Sale.
