VTEC into a non-VTEC car is an extremelely simple swap, any competent shop, and like 65% of the honda addicts on here could do this and have it running in like 6 hours....
i think your best bet would be finding a guy on here who will do it at his house... id do it for you at mine, but im at school

as for the RPM switch idea, i HIGHLY recommend you get a SOHC VTEC ECU, otherwise you will lean out in VTEC. P28's are pretty easy to find.
