If you have anti lock system, it could be the air is in the system. Honda has the gear to deal with a complete bleed but you can do a decent job yourself by slamming Hell out of the brake pedal to push the air out to the wheel cylinders.
If those are year drums, be sure you adjusted them out by reverse gear braking.
