It sounds like the manual is walking you through on how to REPLACE the timing belt but since your not replacing your belt, you can leave the crank pulley on like mtber said...
I use a long ZERO OFFSET box end wrench to loosen/tighten the tensioner because space is tight.
The tensioner bolt usually has a rubber plug you remove to access it...
