Problem fixed. Found out there was a fingerprint on the HID bulb itself. I guess HID bulbs take a while to react to a fingerprint. The last time they were handeled was in June when I swapped headlights with a buddy who was trading in his car. HE swapped the bulbs... oh well. Thanks for the help Jeff.
