its the T-stat....mine rusted shut once for some strange reason...the only way you can tell for sure dropping it in 190-210 degree water, just replace it, you can also cut the middle out to see if that solves the problem(works when you are broken down on the side of the interstate and dont have a replacement t-stat on hand)
