Probably the same way you'd do one for a TMIC. Just run some hose to the front under the bumper skin, and mount the nozzles. I would do a split and run a "rail" top and bottom with some fogger nozzles (used for garden spraying) so you get a fine mist floating from the top and bottom of the IC, perhaps the sides also. Extend your hoses from your stock sprayer and go for it. You could even reuse the stock sprayer, but it is more of a deluge instead of a mist. Mists will work better for rapid cooling.
The nozzles are inexpensive, so is the hose. If you really wanted to stealth it, you could cut some small holes in the skin to allow the nozzle to peek out.
