To answer your question specifically.
Skunk2 programs are just p30 fuel maps with added fuel & stock ignition timing values for the most part.
A stock p72 ecu would perform better in my opinion then a skunk2 program on a stock intake manifold setup.
Now, if you have a single plenem intake manifold such as a skunk2 or aebs etc, the p72 would not perform so hot
The major advantage to running a phearable.net chipped obd1 ecu is going to be the fact that your basemap is going to be designed from several cars which I have tuned in the past. The ecu will not come with some generic skunk2 program.
