Down in the front or up in the rear lowers gearing, this reduces top speed and will typicaly cause you to shift more frequently. Wheelies will be easier to come by in higher gears.

Up in front or down in the rear wil raise your gearing resulting in higher theoretical top speed and you'll be typically slower off the line.
