If someone steals a pack of gum from a store and a cop runs after him, should the cop pull out his gun and shoot him in the leg?

No, that sounds rediculous right? Why is that? Because you shouldn't do something that could potentially kill someone over something so small. The cop could miss and hit his chest, or perhaps an artery....

Now

If someone is speeding is it okay to injure and potentially kill them? Is that a proper punishment? Last time I checked it is just a fine and a couple of points on your license. Besides, did you guys hear the music in that cop car?
