Could be yes, the clutch is improperly adjusted or clutch and feild coil. Could also be that the evaporator is clogged and or dirty causing the lack in performance. Alot though plays in ac performance. Not having interior or not having tented windows no insulator or heatsheild on the exhaust system and the heat coming through the floorboard. Alot has to consider in how cold "your vechiles ac performance". Not being able to look at the vehcile and having the right equipment this is all a guess. A good guess. cause iam that damn good.

but don't go buy a 300 evaporator and someone looks at it and says your condensor is bowed out or you have your civic gutted. Cause without the proper diagnoise this is just a idea of what it could be. I know this sounds stupid but you know what i mean.
