As long as you dont have more than 9psi of pressure drop between the IC pipe and the intake manifold
There should only be like 1-3psi drop. 28psi at the manifold is about 30psi in the IC pipe by the throttle. So you'll have about 30psi on the bottom and 37psi on top.
