A ct series will not lag more with a bigger compressor wheel . It does not however need a bigger turbine. Matchporting the exhaust manifold helps alot. It will boost and hold boost into the higher rpms with a bigger comp. wheel. Clipping the turbine is the best thing to do to the exhaust side, but you can go to 15 degree clip with a bigger comp. wheel and still have no lag.
