That's not true. There are three methods and an officer can use when issuing a speeding ticket.
-radar/laser
-pacing
-discretional judgement
The second method is the most difficult to fight because you're going to have to prove their speedometer is miscalibrated (or it's error margin is significant enough that you could have fallen within the legal limit).
The first method is the next hardest to fight in court because you need to have information on the type of gun they used and its deficiencies.
The final method is can be beat rather easily. The problem is, the cop pulled him over for a moving violation and gave him a ticket for that, and tacked on the other two (both valid).
