all you were suppost to do is take the title that was signed by the previous owner and then signed by you to the tag office. you hand them the title and they ask you how much did you pay. they then tell you what your fees are(tax on the purchase of the bike, registration fees, tag fee). you pay thoses fee and you walk out with a temp registation and a tag. a few weeks later you get the new title with your name on it in the mail.
somewhere you went wrong and made it alot harder than that. also you don't need a motorcycle liscence to register and tag the bike.
only reason i could think they want to see the bike is because it is reported stolen or it is a rebuit title.
thanks for helpin. On this motorcycle title transfer forum it says the VIN must be read physically by the DMV people, and then they must sign the paperwork that it matchs the title VIN.
That doesnt need to happen?
