Mostly any FWD Dodge from 1986 to 1991 has the turbo you want. I saw 6 of them just this Sunday @ Cophers

You will never find a T3 for a Ford.. they are fuckin rare..

Dodge has different turbos for different setups. Some of the Turbos have VNT tech, which produces boost instantly.. but those are as common as a Ford Turbo..
