I think you are confusing liability with health insurance Skinny. You need at least 10k of medical insurance coverage from your employer or elsewhere to ride without a helmet legally.

If you are thinking about riding w/o insurance, do yourself a favor and DON'T.

All coverages except for collision are generally very cheap on most bikes.
