you are saying its ground loop noise that only happens when the car is on. That means the alternators pulses arent being filtered properly by the amp.

First resand the ground location to metal and solder the crip that goes to ground.

Then check for loose connections including faulty RCA plugs.

Then put an inline choke on the positive power supply(can be purchased for 10/20$ I have a few laying around you can have if you come to the audio meet.)
