You seem to think a head on collision at 45mph would not do much damage (Or as much).. However. Head-on implies both cars traveling at roughly the same speed as each other colliding. When this happens, in a extremely basic math equation... You basically double. Hitting someone head on at 45 mph is pretty much the same as hitting a wall at 90mph. Thats even granting they were going the speed limit. Most people do 5-10mph without thinking twice about it.
