I dont recall any RX7 having a rev limiter.

Most of us here will not see how high an engine revs, and redline dont mean shit.
I had a 10k tach on a 12A,and could get it up to 10k,was the power there? No it was stock port.

When you port an engine it broadens the power band.So you will have power in the higer rpms, but you will loose some in the lower rpms.

Pending on what you want to do with the car, depends what year body will be better for you.

First gen in my opionon is best for drag.
Why?

It comes with a 4 link set up,stock.
You can have any rear end cut/narrowed to fit the car on stock wheel wheels or tubbed.
Ford9,Ford8.8 GM10/12 bolt.

You can do it with a FC,but it would have to be a half chassis car.To me not worth the effort.

The first gen can take any of the engines you want to put in.
12A/13B/13BT/13BRE/13BRE Cosmo/20B

All of these swaps have been done in a first gen.
You can still mod the shit out of a first gen,and keep the weight of the car down.

Now if you are lookin for more of a track/course car,or drift car.The FC handels alot better. My TII was pretty good with just a upper front strut bar.I cant imaging how it would of been with full coil overs/adjustable struts.
The FC will take the bigger engines like 13bre/13brew/20 but they will need special mounts,or a cradel.

For someone who has no clue about a rotary,You dont want to even think about running a peripheral port. You have no driveablity under2500 rpms, its to loud for the street.
