I bet they have some papers that you gotta sign before racing that says if some one else hits you in the track, its NOT OUR FAULT.
He was running a NASA time trial event at Road Atlanta and yes you have to sign a release waiver. Here is the local web site.

There are a couple of local club that run the florida tracks and accept novice drivers.
