That means it is deemed destroyed by the state. It could be a 100% perfect car, but can get a cert. of destruction when it goes to the parts yard. You are not allowed to buy it, and if you do you CAN NOT register it anywhere. If they sell it to you they have to cut the entire car into 3 sections, cutting the A pillars and B pillars deeming the car destroyed.
