I disagree. I define rice as having one or any combination of the following:
1. lighted windshield squirters
2. big ugly wing
3. stickers of companies whose parts you do not have on the car
4. a Mugen emblem on a Mazda 626 (I saw this last week)
5. a NEUSPEED sticker on a Ford Escort (I saw this, too)
6. wide mouth bass body kits
7. racing stripes
8. Supra tail lights bondoed into the rear end of an Integra
9. etcetera
The carbon fiber hood simply looks very nice. Plain and simple. I don't think it is ricey at all. But, you are entitled to your opinion.
