If vtec was working previously & the vehicle has a stock ecu & no vtec controller connected to it etc. I would look into checking the oil pressure. If the oil pressure appears to be fine, I would then bypass the vtec oil pressure switch by jumping a signal wire from the vtec solenoid wire to the vtec oil pressure switch wire (in the car).
