if he's got a straight pipe and car is set to run rich all you would need is a spark plug in the tailpipe hooked up to a switch to ignite.

if you have a timing retard dial(ie MSD) you can get fuel to shoot out tailpipe pretty good. Onlything is that its bad for engine because you're washing down the cylinder walls with unburnt fuel.
