Depends on the tuner and what you are asking them to do, as well as what system you have.
If you have a stock ECU, you arent going to be getting different tunes, unless its them telling you where to reset everything for different applications.
If you want to tune for max power, then yes, they will dyno the car and tune whatever they can for max power. If you want to tune for max drivability, they will likely not dyno the car, but drive around burning a tank of gas trying to get it to run right. Dyno tuning a car for max power output only doesnt usually result in the smoothest driving vehicle.
If you want it tuned for both, it starts getting expensive, especially if you have a standalone ECU where alot of things can and need to be set.
The guys I know 500$ wouldnt get you very far if you were tuning for both.
