Cheap Insurance and cheap car that will run 11's for under 7k, Turbo Omni. If you can find one. Dodge Shadows aren't too bad either. Just hard to find one in good shape. And they are cheap to fix.
I just happen to know of a turbo shadow that could easily run 12s for 4k.
