ive checked all the fuses and none are blown...

with the headlights, i want the outside ring to light up that blue color (one of the rings does light up blue and one white) and i want all 3 lights to light up with the reg beams on...ive taken my car a few places and they cant seem to get it fixed either...and im def NOT the electrical wizz either... what do u suggest?
