They most certianly can arrest you for reckless driving...however 20 mph over in a 50 MPH speed zone is not reckless driving unless conditions are horrible...
Reckless is written as "any person who drives any vehicle in willful or wanton disregard for the safety of persons or property is guilty of reckless driving"

driving in a manner with unsafe conditions more applies to a wet road, or fog, very poor lit, etc. Before a reckless ticket would mre likely have been a aggressive careless or just a careless. .02 cents
