i went and fixed it, the rotor had a lip around the inner ring looks like someone beat on the rotor to get it off or on, and it wore a lip on the rim, so it didnt sit flat on the rotor. When he cranked the lugs down it tightened down to the lip. and to who said anything about those screws, they are useless junk on a rotor you dont need them. and rang go die you never know what your talking about.
A quick trip to wal-mart some stolen chicken later and A round with a Dremel and all fixed.
