the previous owner is out of state, and hasnt owned the car for years.

It may not be what they intended the proceedure to be for, but it most certainly applies. TL 26 is for lost and abandoned cars, wich this is. The owner is no where to be found, and does not want the car. Car has been non-moving for years. If I were a tow company, the title would be mine because of these facts, but I am just a person, so i need a company to act for me.

Im not trying to screw anyone, and every person i asked at dept highway safety/dmv/tax collector, they all said it was legal to have this done, and would be my best bet.
