Mine does weird shit on cold starts occasionally - yours sounds like it's re-activating the AWS when the neutral switch turns off. Try this -
Warm the car up, turn it off.
Put a wire in the 2 pins of the SET JUMPER (it's over by the leading coil, the plug has 2 wires in it and it's green) and turn the key to ON then OFF again.
Remove the wire.
See if that fixes it. The ECU's on these old cars sometimes go bonkers. This will also fix some idle problems if you recently adjusted your TPS.
As for the flooding problem - do what everybody else said, i've never had a flooding *problem* so i cant say that i know how to fix one.
