You only need fast reflexes/brakes when you get *into* trouble. If you can *see*, and make decisions based on what you see, you don't get into trouble to start with.

Unfortunately in the eyes of the law, a 16 year old has established
"minimum competency" equal to a 116 year old. And....You ARE tested.
Everyday! It's called the street! The penalty for not passing the test
is death.................

I agree completely they should be retested for there liscenses. I see people all the time at my work that can barely walk and ive watched them go outside to there car and the car is double parked or pulled up to far so its on the sidewalk or ran in to the handicap sign or not pulled up enough and is blocking traffic.

If they have trouble moving there feet when they walk. That means they have trouble hitting the brake when they need to stop.
