this is only caused by one of the following things so check them all and you will fix your problem:
bad or unconnected IACV
leaking or bad FAST IDLE THERMO VALVE
Air leak in the manfold or tb gasket etc.

I'm having the same issue with a 99 gsr. I put my hand over the whole TB and it still runs. I hear no leaks and have checked the IM to head bolts and all are tight. I hear no leak but am guessing there must be one. The TB gasket is good, and bolts are tight. I also put my finger over the iacv and the idle drops a little, but not much at all.
update:
I sprayed carb cleaner around the manifold to check for leaks, no effect.
